MCMA Code of Ethics As the Minnesota state affiliate of the International City/County Management Association, MCMA has adopted the ICMA Code of Ethics by reference in both its constitution and in Board policy statement. All members of MCMA are subject to that Code of Ethics, including Procedures for Enforcement, regardless of whether they are also a member of ICMA.
